I hope you can device a system where passengers especially those who booked ahead or online to just head to the bus. Rather than suffer the long queue getting the signature to check validity of the voucher in the 2nd flr then line-up again to exchange voucher for ticket in the 1st flr. It's tedious and it's certainly NOT for senior citizens and pwd passengers.
